0 displayed when cross referencing

I have created two tables with each item of text within table one bullet
numbered. The numbering is also in a seperate column to the text.
When cross referencing from the second table to the first table I am
selecting insert, cross-reference, numbered item and paragraph numer (no
context), insert. When ever I do this it places a number '0' in, instead of
the numbered bullet point I have selected.
I have also tried all the other options in the 'insert refence to' drop down
menu resulting in the same outcome.
I have tried every other option I have think of, but nothing seems to be
working apart for manually entering in the numbers.

How was numbering created? Try using a numbered style and see if
that makes a difference. For example, you can use the built-in
List Number style.
