We had an XP machine connection to our Exchange 2003 server and checking 3
POP3 mailboxes. This all worked fine but at some point it refused to check
the POP3 mailboxes with this error.

The user can check the POP accounts by logging onto a 2000 with the same
profile so its not the account settings. The XP machine has all the hotfixes
but not SP2. The user has another XP machine with exactly the same problem.
The antivirus has been completely removed. The windows firewall is disabled.
The network settings have been trple checked and are identical to working
PCs. The dns buffer has been flushed.

It has also been noticed that the user cannot ftp through internet explorer
although he can browse to regular websites with no problem.

Internet routing is via a BT supplied router although it works fine through
the same router on a 2000 PC.

I have a worrying feeling that's one of the XP hotfixes.

Outlook will try to download from all accounts simultaneously, so it may be
trying to make multiple connections to a particular server. Note that some
ISPs limit you to only a single connection and will refuse subsequent
connections, which may
be the problem you're having. You may have to send/receive the POP3
accounts separately if this is the problem.

Are you perhaps using an Internet Services Accelerator (ISA) server?
Apparently that ships in a configuration that disallows most programs
access. We've had problems internally with some of these that someone
forgot to reconfigure, thus breaking POP3 functionality. If the 2000
machines aren't running the ISA client, they wouldn't have the problem.

I can confirm that we're not running the ISA server or clients. I have tried
stopping all IIS services on the server just to see if the client was picking
up some strange setting.

The user still has the error when checking POP3 accounts. It may or may not
be unrelated but the user also cannot ftp outside our domain (but can, for
example ftp to our local server).

Going to try a fresh (unhotfixed) XP machine on the network.

Definitely sounds like a network, rather than an Outlook problem, and I'm
afraid I don't have many suggestions to offer for such problems...

Fixed it.

It turns out that there is a internet viewer content restriction setting
buried in the router. Annoyingly it is set on a per ip address basis, and by
default has web traffic enabled only i.e. no pop3 or ftp.

I recently have scrolled the forum looking for an answer for the problem you
were discussing in the thread.

Probably, the answer to my problem lies in your post. Can you please tell me
if it is possible to block POP accounts on MS Outlook to be used through ISA
Server, since all the time I am getting the 0x80042108 error, and we do have
ISA Server. When I use Outlook Express, POP accounts are functioning just
fine. The MS outlook also has Exchange Server connected.
