We are running Project Server 2003. I am getting this error message for one
of our projects. Investigation indicated that, although allowed at the group
(Project Manager) level, "Create Accounts from Microsoft Office Project" was
not set at the server level. Hence the error message.

But, before, I make this change on the server, I need to know what effect it
will have. Am I correct to assume that it will enable PM's to create
resources in the enterprise resource pool? If it does permit this, do I (the
admin) handle this error by adding the missing resources to the enterprise
resource pool and republishing?

I believe you should leave this option set to Deny on the Server
Configuration page. Doing so will prevent project managers from
automatically creating user accounts in PWA for local resources entered in
their projects. The error message means that someone is improperly using
local resources. Your company should establish a policy on the use of local
resources in enterprise projects and then mandate their proper use, as
outlined in the following FAQ:

Thank you Dale, that's what I wanted to know. The plan in question
duplicated a lot of resources already in the enterprise resource pool. Both
the enterprise and the local resources appear in the plan's team. Can we
simply replace the local resource with the enterprise resource and duplicate
enterprise resources on the project team?

It sounds like the PM in question is not using this tool correctly. For
example, why didn't he/she simply use the Build Team from Enterprise dialog
to add resources to this project? If this was a production project already
underway and saved as an .mpp file, why didn't he/she use the Import
Projects wizard to import the project into the system so that he/she could
match the local resources with enterprise resources? In either case, the PM
in question is already developing bad habits with the tool.

Yes, he/she can certainly do a replace of local resources with enterprise
resources, but that could become a laborious operation. My advice is that
the PM should save the project as an .mpp file, the Project Server
administrator should then delete the project, and then the PM should import
the project using Tools - Enterprise Options - Import Project to Enterprise.
On the resources page of the dialog, he/she will need to match every
resource in the project with resources in the Enterprise Resource Pool.
This will reassign every task from local resources to enterprise resources
automatically. Hope this helps.

Thanks very much for your insight. I already made a note to hammer more on
the proper use of the resource pool. I 'd thought about saving it as a .mpp.

Given the performance of the PM in question, "hammer" is definitely the
operative word! :)
