0x8c040028 error when publishing

So last week I was having a problem getting Outlook connected, when
everything else connected and published just fine. Got tired of not
finding a solution so I wiped out the whole thing and started over.
Now, Project Pro 2003 won't connect. I'm at my wits end here and any
help would be appreciated.

Project Server (All the same machine):
Windows 2003
SQL 2000 SP2
Sharepoint Services SP2
Project Server 2003 SP2
* No Sharepoint Portal, at all
Server is an active directory controller in its own domain
All user exist in both Active Directory and Project Server, as Windows
users not project users

Clients:
XP Pro SP2
Microsoft Office 2003 Pro
None of the systems are in the same domain as the server, most are
stand alone XP Pro systems offsite or in other domains
Outlook and Project are set to use the windows user account, not the
project account

Problem:
When creating a project and publishing to the server the job hangs in
the spooler with the 0x8c040028 error message. All Microsoft KB
articles seem to indicate the username does not exist on the server.
However, I can connect via Outlook, and the project home page.

I get the feeling that the problem is with Project passing the wrong
domain when connecting, but considering some users are offsite and will
never be a member of the same domain as the project server I don't see
how this can be avoided. And, it didn't cause a problem before.

Any help on how to resolve this problem will be greatly appreciated.

You might consider leveraging the Password Management feature of Windows XP
Pro, if you've got this OS deployed.

If you mean I should try setting the username and password in the
"Manage my network passwords", that has been tried but did not resolve
the problem. We've pretty much decided that there are too many
authentication issues to make Project Server a workable solution. But,
thanks for your help.
