1 minute delay rule

I tried to set it up but it did not work. I tried to delete/re-create but
sometime work - the message was gone from Outbox after 1 minute delay,
sometime not - the message Kept staying in Outbox even click on
Send/Receive.. I tried on different PCs with OL2002 or OL2003, but got the
same results.
