Actually you have several things happeneing here, or at
least or possible.
1) When you make changes to your project plan in Pro, you
need to always publish the new and or changed tasks back
to Project Server.
2) When your resources submit time worked and the task is
complete they need to make sure they are recording their
time worked as well as zeroing out any remaining time
that may be left because they didn't use all the time
alotted to the task.
You really do not want your resources to use %Complete
because they may mark it as 90% complete because of
duration but only 20% of the actual work may have been
completed. You will get much ore accurate information
having resources input hours and not % Complete.
Once your resources report their time, the project
manager still has to approve that time before it is
applied to the actual project schedule in Pro.
