Alas, with 11.2.3, we're back being stuck with the grey background for
charts. If I follow the steps I came up with for earlier versions, one
ends up with blank, all-white charts without any data points or bars!

The only way to restore the data points/bars is to return to default
formatting... and then the charts are grey background, shadowed
(looking blurry), solid gridlines, etc. In short, Excel's defaults
violate basic graphing principles.
Does anyone know how to change the defaults permanently?
And how would we change the defaults of Font "Auto scale" and charts
"Move and size with cells"? Both are a major nuisance.
