1500 Error in Office 2000 Professional

Any ideas would be greatly appreciated.

I have a client running office 2000 professional on their
server. It has developed some problems with outlook, and
requires a reinstallation. This is where the problem
occurs.

If I run the setup from the cd, and choose remove or
repair I get:

Error 1500. Another installation is in progress. You must
complete that installation before continuing this one.

Same problem if I try to reinstall office over the top of
the existing one.

I know this problem is rectified by service packing
office - but get exactly the same message when running
the update - thus can't service pack.

We are getting the same issue this happens when trying to
install any app this issue is popping up more and more. in
my situation mosst of the office installs were part of an
image. i am dealing with a enterprize situation and need
to get this resolved. HELP.
