2 questions from a new OneNote User

Are the custom toolbars stored in any sort of a file (which I can then
synch between my desktop & table pc)?

Is there a way to draw a simple shape on OneNote (like a square or a
circle) and fill it in with a color - like you can do in Word? I was
thinking about putting a large rectangle around areas of notes to
visibally show they are together. How about layers (perhaps this is
more in Visio's realm).

I don't know of any file in which custom toolbars are stored. And regarding
grouping notes, I would suggest you use Note Flags. You can create numerous
customer note flags with which you can specify which notes are together. You
can find the Customize Note Flags in the task pane.
