2 submit buttons?

Is there any way to have 2 submit buttons on a form? I would like one so
that when the employee clicks it, the form will be submitted to their
manager; the 2nd one will be when the manager opens it up and approves,
he/she clicks the 2nd submit button and it will be submitted to a SharePoint
library.

I have attempted this but it seems that they both use the same settings even
if I attempt to set them differently. Any suggestions? Is it even possible?

Wouldn't it be better to submit the form to MOSS then setup a workflow?

Yes, but you need 2 data connections.
You can use Roles and have a section or view that is only for the manager.
Depending on how you want to route your form, via email, a WSS 2.0 library
or a WSS 3.0 library with workflow, the view for the employee role would
have a Submit for Review button connected to an appropriate data connection.
when the Manager gets the form they will see a different View than the
employee.
