2 taskbar windows open when Outlook is launched

When Outlook 2003 is launched, on a particular computer in the office, 2
taskbar windows open. If either taskbar window is closed, Outlook closes. How
do I prevent this from happening? Only want one taskbar window opened when
launched. Thx.
