2002 add-in: Template wizard

I want to set up a database to store data entered in an
excel form. I need to install the template wizard. When i
double click on the tmplwiz.exe i get the following
message "not a valid win32 application". I have no idea
what this means. I have a excel 2002 sp1 installed and am
running on windows xp....
any suggestions?
