2003 Er Msg: Not enough storage available to process command.

I have one user that receives this error message everytime she tries to drag
and drop an email somewhere outside of outlook 2003.

"Not enough storage is available to process this command."

I have tried running a repair and that didn't work. I have verified that
she has all the rights and plenty of space and virtual memory. Any ideas why
I'm getting this error? I found this in the Knowledge Base but doesn't help

I'm having the same issues as described in these threads. Has anyone figured
out the underlying cause? I'm still trying to figure out if it is memory,
cache, temp files, or something else? What tools and techniques have you used?

We also have some users experiencing this problem.
Any progress on what the cause is, and even better a solution?
