2003 Margin Settings Reversed?

In Visio 2003 when I do:
File, Page Setup
Select Fit to 1 by 1
then on same form go to Setup..., Margins
something strange is happening with Top and Bottom settings.
It seems like Top and Bottom setting are reversed. The top setting is
actually used for bottom and bottom for top or something like that.
Seems to work fine in 2002.
Anyone else seeing anything like this?
