2003 Student and teacher will not start installation on new comput

Hello:

My old computer crashed and I was unable to save anything.

Office 2003 will not even allow me to start the installation process. I
click on setup, and nothing happens......... no error messages, no
instructions. Just the little "working" circle for a few seconds, then
nothing.

Any thoughts ?
