2003 user access levels question

I was wondering if someone could help me managing user security for
Project Server 2003. I currently have Project Web Access up and running
with the users setup, however I need some help understanding what each
access does since MS's documentation is lackluster.

If I wanted a user to view all projects, but be short of an admin, what
should I select for that?
Also, how can I create categories for projects? For example a HR or IT
category with IT specific projects in the IT category and so on.
Is there a way I can assign access to those categories if possible?
