2003 Web/GIF Hyperlink Strange Behavior

In a shape with multiple geometry sections, when GIF
output is created, the 1st section seems to be missed in
creating the hyperlink section area.
Anyone else observe something like this?
Example:

New blank drawing.
Create a circle using drawing tool.
Select the circle and insert hyperlink.
Save as web page using GIF output.
In the web output note that entire circle is avaliable for
selection.

Now go to the shape sheet for the circle and insert
another geometry section. In that section:
move to 0 0
line to width*1 height*1

Save as web page again using GIF output.
In the web output only the 2nd geometry section is
available for selection (by very carefully trying to
select it).

If you add two more geometry sections, one an elipse and
the second a line, both lines are selectable but neither
elipse is.

Strange. Similar shape in 2002 works fine.
