2003SP3 Blocking older documents

I have been through the KB and have 938810, 941636 and 922849.

I have tried the registry hacks, however they do not exist. When I try to
drill down to either
HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Word\Security\FileOpenBlock
or
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Word\Security\FileOpenBlock

they are not there. There is no \security.... and beyond.

If I were to manually create these keys would this solve the issue? Does
anyone know the key specifics so that I can create them properly?
