The nav pane is an all or nothing thing globally. The last window closed
sets the nav pane state -you can't have it off in one module and leave it
on in the other, you need to turn it off in the second window when you
open it.

It seems that I did not communicate the right message for my question. I
open OL (the inbox opens), in the left nav pane I right click on the
calendar icon and select "open in a new window" (I now have two OL
windows, one for the inbox and one for the calendar). In the calendar
window I don't want the nav pane on the left. If in the calendar window I
click View > Navigation Pane > Off the nav pane disappears but the next
time I start OL and open a window for the calendar I again see the nav
pane on the left. In the calendar window I don't want to see the nav
pane.
