2007 Disappearing actuals once projects get published?

Hi -

I have an organization that doesn't like Timesheets or how they are
implemented in 2007.....

Total Eng Org size is ~ 400 peope,

We have a 3 different overhead type of projects that have been created. Each
line represents a functional manager & their direct reports - so the
functional manager is the status manager and must approve. most are
approving via PWA.
Once they approve - they don't always publish.

When a project does get published - should it not publish all approved tasks
that are on the project? Why would some hours get removed if already
approved?

The Mgr and their Team members - all get their My Tasks reset to 0??

I'm stuck on this one....
