2007 Inking Not Available On Replies

Using Motion LE1600 XP Outlook 2007

Whenever I attempt to reply to an email the " start inking '' button is
grayed out. Even if I pen to where I want to start and create a cursor line,
the "start inking" button remains grayed out.

If I create a new email and not a reply everything works fine.

Is "reply" inking not an option on a tablet PC with OL 2007?
