2007 Mailbox doesn't compact

According to the data file size info within Outlook 2007, I have about 100
megs of e-mail (total). The OST file on the drive is 954 megs. I've compacted
several times, but it still doesn't shrink - any ideas?

I don't really want to export everything and start fresh.
