2007 MSP Standard versus Profession

Hi,

in MSP 2007 Standard, Microsoft has greyed out such Enterprise features like
"Build Team From Enterprise.

Why is it in MSP 2007 Standard they have not greyed out the "Microsoft
Office Project Server Accounts..." under the Tools > Enterprise Options menu?

I'm not 100% sure, but I think that MSP Standard can save to a central
database even if they do not have access to PWA or other enterprise
features.
