2007 One Note will not run

I purchased a new Dell XPS Laptop 1330 (highend) and purchased the
Home/Student 2007. I installed the disc and all the features installed except
you can't open One Note. When I try to open it tells me that the file is
corrupt. I had Dell send another copy of the Office 2007 program and again
exactly the same as the first disk, everything (word, excel etc) can open
except One Note. I uninstalled and downloaded the trial version of both
Office Home/Student and just One Note 2007 and again when you try to open it
tells me the file is corrupt. Dell techs are at a loss. Obviously something
is conflicting with this program. Any suggestions!!!!!

A longhshot, but I wonder if you could be launching an old entry in the
start menu. Using explorer, navigate to C:\Program Files\Microsoft
Office\Office12\ and double click on OneNote.exe to launch directly
(assuming Onenote 2007).

Could you give me more details of what you are seeing? What is the exact
error message displayed?

The program opens to getting started with One Note/more cool features. In
the body is a red exclamation mark and the words This section is corrupted.
Click here or press enter to repair this section. when you press enter an
additional box opens
and states One Note cannot repair the file, if backup files are available,
One note as opened the latest backup file. this error message applies to any
section you try to open in one note.I have tried to repair using the original
office disk and that didn't work. I forgot to mention that I am running Vista
Ultimate. Thanks for taking a look at this.

Ok, so my understanding is this:
- You haven't used OneNote in the past on this computer. You do not have
(yet) any OneNote Notebook on this computer.
- OneNote successfully starts, but detect corruption on one of the default
notebooks, the guide.
- It also report corruption on any other section
- OneNote fails to repair any file
- Uninstall/reinstall doesn't clear-up the issue.
- You are running Vista

Let me know if I got something wrong, as some of my suggestions might be
different... If this is all true, I have two hypothesis:

A) You have some data corrupted that is not getting replaced by reinstall
Your templates, cache or default notebooks might be corrupted. Assuming
you have no important data, you should move (or delete) them. The first
thing you should try is to close every notebook (file->Close this notebook),
exit OneNote and simply to delete the cache at
Cache: C:\Users\[UserName]\AppData\Local\Microsoft\OneNote\12.0
The restart OneNote and create a new notebook. This shouldn't use any
data from your templates or existing notebooks.

or B) You have a condition on your computer that interfere with read/write
This could be a network redirector, a shell extension, a virus scanner,
.... This is very rare, but possible. We should very much eliminate A above
first...
