2007 Outlook Time Error

HELP!! The time zone set in my outlook is the correct one for Ontario, Canada
- however when emails are rcvd the time the email is rcvd is always 3 hours
behind!!

Where is your mail server located? Is the time zone and DST setting correct
for it?
