2007: Project Checkin Maximum retry on the connection exceeded

I have using Project Server 07. I have a user attempting to checkin
their project through Project Pro, and she receives the following
error:

Job failed

The following job failed to complete.

Job Type: Checkin
Error ID: -2146823237(0x800A13BB)
Error Description: Attachment: Maximum retry on the connection
exceeded.

Could not checkin project. Please contact your system administratort
to force checkin this project.



No other users are having this issue, and even after I force checkin
her project, she gets the error the very next time she attempts to
checkin.
