Project 2007 allows up to 400.000 tasks per project.

But WHY do you need more than 400.000 tasks in a single project plan?
Remark that Microsoft Project is a project planning application and if
you plan to need more than 400.000 lines in a single project, there is
something seriously wrong with your project organization.
You might need to consider to revise your entire project organization
and project management methodologies. Even it it was possible to have
more than 400.000 tasks in a single project, it would be impossible to
manage this project and the added value of the plan would be zero.
The 'work around' is very simple: divide your tasks in manageable work
packages, each with its own goals and deliverables. Create one single
project plan for each work package. Personally, I consider everything
over 1000 tasks per project too much.
