I'm sure the addition in Office 2008 of the following buttons bar that
displays between the toolbars and the top of workbooks has value:

Sheets Charts SmartArt Graphics WordArt

How do I remove that bar from view or from Excel preferences, please?

1. I find them distracting.
2. I have accidentally clicked one or another of the buttons when working
at the top of my Excel documents.

You don't - there's no provision to hide them.

The idea is that as the Elements Gallery evolves, there will be more and
more buttons/galleries there to make your life easier...

Let MacBU know you want to be able to hide the Elements Gallery toolbar
via Help/Send Feedback.
