2nd request ActiveX Component can't create object error message when using the wizard

I posted this in the forms forum, but I did not realize it is a problem
greater than just forms, I cannot get any wizards to work. I have
uninstalled the program and re installed it, renamed the wizard files and
re installed as suggested by MS help, and nothing works, I get the error
popup "ActiveX Component can't create object" when I try to use any wizard.
I have checked the web and references in the VB reference files.
anyone have this problem before?
