Word has two methods for handling the placement of graphics: floating and
in-line. Floating graphics can be dragged around as you describe; in-line
graphics are treated as 'text' within the anchor paragraph. To change a
graphic from one to the other: select, right-click, select Properties from
the pop-up menu, go to the Layout tab.
Also on that menu is an option 'Set AutoShape Defaults'. Set up a graphic as
you like it (eg floating), then click this option -- the settings will apply
by default to new graphics you insert. It sounds like you inadvertently set
the default to in-line.

All of a sudden I can not get an inserted clip art to click on with the
correct box around it, so that a 4 headed arrow will appear so that I can
drag the clip anywhere on the page I want it, or use the arrows to go up and
down correctly. What's happened. It was working fine for me in December.
