4 panel brochure, where are the inside panels

I am trying to create a 4 panel brochure, I understand the formatting of the
templates so far, but where is the page layout to design the inside 4 panels?

Are you using Publisher 2007?

Go to...Change Template / Brochures...
In your right panel you will see...Options / Page size...
Choose...4-panel...and several choices will appear.
