403 FORBIDDEN on PWA

Hi, i'm geting the following error message on IE when i connect to PWA of
Project Server 2007.
"403 FORBIDDEN"

if i access directly on the server, alos got the semilar error message :
"You are not authorized to view this page, .... HTTP 403 FORBIDDEN"

It is a new installed standalone system.
Had tried restart server, checking file permission, IIS permission...All
seems to be correct. Also remove the IE proxy setting, cache, still does not
help.

i'm using windows account to access, and this account has adminstrator
rights to PWA.

any other clue ?
