What does ~$ mean when it is in front of a file name? We
open our files and when we close them the file name will
have the tilde and daollar sign in front of it and will
not let us reopen it.
I would appreciate some help with this, we need to get
back into these files.

We were having the same problem. The link below

As indicated in the KB article DV provided, this temporary file is
called an Owner file and is created when you open a file in Word.

This file is used to lock the file in a shared environment so multiple
users can not edit the same file at the same time.

Normally the temp file is deleted when the file is closed however in
the event of a hang/crash the temp file will be left behind. Which if
it is then you can encounter the issues mentioned in the KB article
