5 Rate Limit for people...How to exceed?

Is there a way of changing the 5 rate limit?
Is the limit simply a regsitry entry?
Could it really be that simple (just a regedit, reboot).
If it isn't that simple, it should be.

Somone has claimed a Russian company has solved this. They take Mastercard
and VISA. Hmmm...anyone successfully dealt with them?
