5001 Error trying to log in to Project Web Access

I am having a major problem with my MS Project Server (running on Win2k3
box). We were able to access Project Web Access just fine for several
weeks....until we rebooted the server about a week ago. Since rebooting the
server, whenever we attempt to log in we get the following error:

"Project was unable to log you on at this time because the Project Server
database cannot be accessed. Please try again later or check with your
Project Server administrator. (5001)"

This happens no matter what method (Server acct, integrated windows
authentication, etc) we attempt to log on. I have been researching this for
several days; I have found and tried, with no success, the following
actions:

+ Downloaded EditSite utility and ran test on Virtual Directory; got
"Passed" and no error messages on the Virtual Directory
+ MS KB article 839773. Describes 2 methods to resolve the problem: change
MSProject default accounts passwords and synch using EditSite utility
(attempted, no success); replace the Project Server 2003 accounts
MSProjectServerUser and MSProjectUser (attempted, no success).
+ SQL Server must support both Windows and SQL authentication: verified
+ Stop and Restart SQL Server: attempted, no success
+ MDAC versions out of synch: everyone's running MDAC 2.8 as recommended
+ Not enough disk space: Although we do encounter this issue occasionally,
we verified that it was not causing the problem this time.

Related to this problem--I think--every few minutes we get 3 MSSOAP errors
in our Application Log:

1) "Soap error: One of the parameters supplied is invalid.." (Source:
MSSOAP; Category: Client; Event ID: 16)
2) "Soap error: Loading of the WSDL file fialed." (Source: MSSOAP; Category:
Generic; Event ID: 16)
3) "Soap error: XML Parser failed at linenumber 0, lineposition 0, reason
is: Access is denied. (Source: MSSOAP; Category: Generic; Event ID: 16)

Please help! This is killing us!
