We created 2 new resources in the Enterprise Resource Pool - each one was added with their Windows User Account details correctly provided. One user can access both Project Web Access and use their Project Server Account to access MOPP2003. Another user can access Project Web Access with Windows Authentication and can access the Public Documents subweb page in SharePoint, they can create a Project Server Account that returns a successful connection test but when they attempt to use their Project Server Account to access MOPP2003 they are presented with a 5002 error message which renders their Project Server Account inoperable.
