534 server policy denies user command

Hi,
I'm using Front Page 2000 & am trying to publish my webpage & am getting
error "534 server policy denies user command in insecure connection". I am
using a cablemodem dial-up. I am trying to publish to my worldnet webpage:
ftp://upload.att.net
(my login)
(my password)

I was always able to do this before when I used dial-up access & my older
computer.

I have read in the past in this newsgroup that it could be the FTP program
being used. Are you using the FrontPage FTP program? If so, try a third
party FTP tool.
