� showing up when save as web page

One of our employees is creating word docs (XP spII and Word 2003) and
converting them to html by using save as web page. However, in many
places an HTML entity � is replacing either full stops or
commas. Can anyone help with why this happening and even better, how to
avoid it?

I should add that the reason this is problematic is that it replaces
the space or comma with a black diamond shaped thingy with a question
mark in it.
