8C040017 spooler error

I have an administrator who was saving a project and got the 8C040017 error
"Manager cannot create the resource account." This project already existed
in project server, had been published and no new resources were added to it.
The instructions on this error message in the Administrators Guide tell me to
go to PWA, Admin, Manage organization. There isn't a Manage Organization
option available to us. What do we need to do to fix this?

Also take a look at this one too. But I think first one will work for you if
you are not using Local Resources in your project server environment.
