A&L functionality not available

I have reinstalled Visio 2000 Professional with Enterprise Network Tools
after a "Network Police forced installation of Visio 2003".

I am now getting "AD&L functionality is not available in this document
because it is not connected to a database. Please reopen solution"

Can someone help?

AD&L requires access to a database (MSDE or Access) and the data access is
installed when you load the product. It sounds like you either don't have
one installed, or the wrong version is installed, or the database engine
(sql server) is not started.
