A list of options would be nice

I need a program to do one thing: Newsletter layout in
Newpaper style, i.e., small text boxes in early pages
continued onto text boxes later in the document.

I used to use Quark back before the turn of the
millenium, and am familiar with its function, but just
don't feel like shelling out a grand to do something so
simple.

I don't need to send greeting cards or design webpages; I
need a print publication layout program. If anyone knows
if Publisher can do this, let me know. If it can't, I'd
like to know which program can. Sadly, it's not listed
anywhere I've seen.

Isaiah there is no issue with Publisher doing what you want. It has a 'Continued on Page X' feature which automatically places that text in the frame for you.

There is also Serif PagePlus which has PDF and CMYK all built in, so if you are going to need your newsletters to be e-mailed or download you can make the PDF directly in PagePlus.
