Make sure 'Standard', 'Formating', and 'Drawing Tools' are all selected.
Sometimes/often, drawing tools appear at the bottom of the window instead of
up top where most toolbars appear.
And to underline the text, you can add the "subscript" command to the
formatting toolbar.
On the right of the formatting toolbar is a dropdown arrow. Click it and
look at the flyout menu for Formatting. You can enable the subscript command
here (it's off by default).
