A trouble maker is masking his IP address.

In the forums I belong to, we are having problems with a particular member spoofing his IP address. He has caused much trouble on our forums, and we have banned his username, e-mail, and IP. However, he has learned how to mask his IP address. We have only been learning it was him through stupid mistakes he has made. Is there any way to be able to scan an IP address to see if it is spoofed or not, and whether it is coming from his original IP? We think he has come back to bother us again, because we have another user acting much like him, who has hinted to other users that the might be this trouble maker. Please help. Thank you.
