Ability to have 2 users in a project file at the same time?

Some people in my office are under the impression that project server allows
two people to modify the same project file at the same time. As far as I can
tell this is not the case. That would mean that those changes would have to
be merged, and I don't see project server doing that.

What I do see is that project server has simply check in/check out policies.

Am I missing anything else?

Your people are incorrect. When one user opens an enterprise project in
Project Server, the system checks out the project exclusively to that user.
When the user saves and closes the project, then another user can open it
and work on it. Hope this helps.
