Able to receive mail but not send

CAN DO - Miami

I have 7 days worth or 13 e-mails sitting in "Outbox" and system is not
sending. Under "Sent" nothing comes up. I am able to receive e-mail but not
send. The system says I have a Local Area Network Cable unplugged but this
is not true - I can receive mail yet nothing can send. Help...
