abolute value between worksheets

I want to make an absolute refeerence from one worksheet
to another wuthin the same workbook. I want to delete a
row from the referenced worksheet and have the reference
remain constant. i.e. 'sheetone'!$A$13' When I delete a
row in Sheetone I want to pick up the new value at a13.
Instead Excel automatically changes the absolute reference
to "sheetone'! $A$12. can anyone help. Thanks
