About Create Sites from "manage sharepoint services" link

Hi,

Team member want to use documents work space from documents menu of project
web access but it is not but the message is displaying that "you need to
create site for this project?

but when i delete the previous site and want to create new one it is not
creating site and displaying error that " the site seem to be exist "
