About the "Physical % Complete" rolling up at summary task level

Hi all,

My client wants the "Physical % Complete" to be roll up at summary task
level. I found on the web that in order for Physical % Complete to roll up to
a summary task, the following must be true:
1) Resources need to be assigned to the tasks.
2) Resources need to have costs associated (even $1 per hour in the standard
rate field will do).
3) The earned value method for *all* tasks must be set to Physical %
complete. Insert the earned value method field in the task sheet and ensure
all tasks are set correctly.
4) A baseline needs to be saved after steps 1-3 have been completed.

After following the above steps, it does succeed to roll up the figures at
summary level.
However, for one of my projects, it is found that the "physical %
completion" of some summary tasks do not show the rollup % even though all
sub-tasks are 100% completed. This happens after a recent setting of baseline.

After some trial, it seems that all "actual work" have to be removed and set
the baseline again, then re-enter the "actual work", the "physical %
completion" will show the rollup figures again.

Is no "actual work" also a pre-requisite of making the "Physical % Complete"
roll up at summary task level? Will setting the baseline again with actual
work disable the "physical % completion" rollup function?
