about to freeze the resource

If the resource is working on one project of each department and after some
days . he switch to another department and now working on another project .

how we can freeze this resource at previous project
that he cant see previous projects in the list when he is creating a new
task.
he cant be able to to create new task in the previous project.

Because the resource is already assigned tasks in the original project,
he/she is going to be able to see it listed on the Create New Task page.
This is because the project is defined as one of "his" projects through the
interaction between the Team Members group and the My Tasks category. Why
don't you simply make this a training and performance issue with the team
member in question? Train him not to add new tasks to a project that he is
not working on, and then hold him accountable for this behavior. Just a
thought. Perhaps the others will have an idea for you also.
