absolute addressing

Cell A1 addresses B1 in the form $B$1. Any dragging around
of A1 will thertefore always address B1 and that much I
understand.

My problem is that I want to insert a cell above B1 such
that A1 continues to address the now empty B1 but instead
it changes the absolute refernce to B2.

Is there any way of preventing the absolute address held
in A1 changing from B1 to B2
